sun system switchable ballast

OK guys so I have a 400 watt sun system switchable ballast that is brand new never used. I would love to use this light in my closet but the problem is it wont light my hps bulbs. I have never used such a light but I have gotten two Hortilux bulbs, thought first one was bad so got replacement neither worked. So then I got another bulb and it still wont work. I have no clue what to do or check. All I know is that the MH bulb I have fires up but just doesnt seem like it gets bright like it should. I have had both bulbs on for over an hour and before you ask yes I make sure I switch from MH to HPS. Any help or ideas would be great.
