To me it looks like mold...
do you have any fans blowing on those babies? Air flow helps prevent mold and such like that
I'm not sure what's to be done about it now though. I'm sure there is some sort of additive that will kill it or maybe just some nice air flow will take it away.
Don't take my word on that last part though, let the experts help on that part. I would just say get some air flow on them stat and that will not only provide a nice constant air flow, but it will help strengthen the stems of those pupps too.
Hope everything clears up!!!

I have seen this before on a couple of plants I had and it wans't really a big deal. You need a fan because it is not getting enough air on the soil. Then scrape the top layer of soil with the mold on it off then replace with new soil and then do not over water. But you should be good after that.

If you are using CFL's they should be about 3 inches off the top of the plants to lessen the stretching also one CFL is not enough light for even one plant, you need a minimum of 55 lumens per Sq. Ft. or per plant and if the soil is old or being reused from previous plantings you should bake the soil in the oven at 500 degrees for 30 minutes to kill any and all bactiera that may be present including molds and mildew and as they said above you need good airflow (fresh in and spent out) I use 2 4 inch CPU fans from Radio Shack cost $21.00 ea. I have one attached to a filter at the intake and the other as the exaust attached to a carbon filter, (clean air in and cleaner air out):smokin:
