So my first plant finally sprout just alittle out of the soil, but the soil is really dry for some reason and I just watered it a day ago. Do I water it again, or is it normal for it to be like that? Thanks. :]

yes you need to water when the soil gets dry.
stick your finger all the way in the soil. if its dry all the way down water. if its moist wait 1 more day
And it also depends on what conditions the plant is in.
-How big are your pots? If they're small, they dry up much quicker (i've had to water plants every 4-5 hours).
-What kind of lights are you using and what does your grow space look like? If the grow space is too small and gets too hot, the water will evaporate faster from the soil.
-Are you using a fan? A fan will dry out close pots that it's blowing directly on much faster than normal.
These are just a few things to consider when evaluating your grow. You can also go to Wal-Mart and buy a $10 moisture gage that you stick in the soil. That will be a good indicator whether you should water or not. Much more convenient and accurate, and less damaging to plants than using your finger.

dont mean to be picking on you dgsgandalf but if your are needing to water ever 4-5 hours somethings wrong, thats the perfect condition for root rot.
also, i dont see how going out and buying a meter guage is much more convenient and less damaging than sticking your finger in the dirt ( or you could lift the pot and see how heavy it is)

Seedlings do tend to need watering more often, as their roots are immature and cannot easily access the water.
Just don't overdo it of course, you don't want root rot. ;)
Thanks guys. This all helped. My little seedling is growing prettty well thus far. Entering week 2. It's about 3 inches in height. I'll hopefully post pics if I manage to keep it alive long enough. Haha. :]
