Sounds like your burning your plant with too much nitrogen. It could aslo be it lacks a nutrient (phosphate?). First try using a fertilizer with less nitrogen. Use a fert with the following parts on the label......
Nitrogen......10%
Phosphate....60%
Potash........10%
Iron.............10%
Although this is for a flowering pot plant. If its in vegtable stage of growth then use somthing with less phosphate and a tad bit lower nitrogen. But because you've already overfed it with nutes you will need to flesh your soil out with water (no nutes added) with about a gallon. Dont fertilize for about 1 week and see how the plant does. Now this is considering if your plant has indeed been given too many nutrients. If no change in health is shown after doing this, then it could be its somthing else. Though I do believe its just too much nutes burning the leafs. A pic would help though if possible.
look here, alot of info! :D

Hey
If the plant is budding it is normal because the plant usually "canabilse" the lower leaves of the plant to use the most energy to produce buds. The ferts this could be the problem but im ceptical about it...il try experimenting on this later
