bone/blood meal and lime...how much?

i'm wondering if anyone has a good avg. amount of each per say gallon of dirt or something.... bone meal, blood meal and also how much lime do i need to add? i'm using about 10-15% peat moss in my soil mix and i'm not sure what the soil ph is, but is there a certain amount of lime to add in order to raise the ph a certain amount?

and also, it says on the bag of lime to let it sit at least 3 weeks before using the soil.... why is this and do i really have to?
