our growing area is around 4' tall , 2' deep and 2' wide
would this light be suitable for the space? with 3-4 plants

they are just 7 days into the flowering, and have been under a 75w fluorescent.
new, so help would be appreciated . we are just doing this for a bit of fun, on the cheaper side of things

That is definiatley feasible. If you utilized square pots you could put 4 plants in 3 Gallon pots with a little bit of room for them to grow horizontally.
The problem with the 3 gallon square pots is that they are taller than round pots so you'll want to implement LST to try to keep the plant short and bushy (plus more main colas.. it's a win win situation all around).
Additionally you'll probably want to run a cool tube in a space that small and a 250w. I say a cool tube because it will allow you more additional height than an air cooled hood or even standard reflector would (plus the obvious need to be able to efficiently cool your space easily). In a 4ft space any vertical space you can reserve for your plants is important.

You want a HPS for flower, not a halide. A 250 MH is a GREAT light for vegging and is best suited for a grower who intends to flower under a HPS600.
4' of space is not much. You want 6'. 3 gallon pots stand about 14" high, then add the depth of the hood on the light and that leaves you with only 2' of grow space between soil and bulb. You need some space between plant and bulb even WITH a cooltube (much much less but still..) so you might think about a pure-flourescent grow in that space. Or LEDs... lol! :D Procyon seems to be the only system of demonstrated merit on the market atm though...
That light is suitable for the space, but it may not quite be powerful enough for four mature female plants. Don't get me wrong, it'll definitely work... but it may not produce the densest buds because the light will have a hard time penetrating beneath the canopy. If you can ventilate the room in question, you may want to think about getting a 400w instead. But, regardless of which system you get, make sure you're able to keep the area cool. You want to keep 'daytime' temperatures below 80F if at all possible. Cool-tubes and air cooled hoods make this much easier.
If you're bound and determined to go with a 250w system, maybe think about paying a little bit extra for a switchable ballast that'll run both MH and HPS. If you only have a choice between one or the other, I'd recommend going with an HPS. Much better spectrum for flowering, and is also fully capable of vegging plants... you'll just need to watch out, because HPS light can cause plants to stretch, especially when they're seedlings.

The big issue that you will see with a space that SHORT is heat. HPS is better than MH for flowering, but any HID will throw more heat than you will be able to deal with in the 2' of vertical space you have between bulb and dirt.
Look into T5 flouros (google 'new wave t5' for a good example) or a larger wattage flourescent bulb. They are out there, and they work. Best of all, they run cooler than HIDs.
If you DO decide to go with a HPS, be prepared to spend almost as much on ventilation/exhaust as you did on the light.
