scrawny seedling

heres the general back story im a first time grower (this is really more of an experiment) and this my first attempt ever so i got this plant a few days ago from a friend its a new plant about a week or so old and since ive had it its become droopy and narrow stemed to the point that it cant stand on its own i have it tied to a small stick to stand it up, and the leaves curl down , the stem is to long becuase she tried to grow it with an incandescent bulb.ive been using a 13 watt mini florescent for now at night and setting it in the window overlooksing my back yard during the day (im trying a 24/0 light schedual for now) i plan to move it outside when it warms up a little around here, some suggestions and creative criticism plz oh and keep the laughter to a minimum
