what is your grow setup like?
soil or hydro?
HID or CFL?
What is the temp at the height of your canopy?
What is the PH of the water you use?
What is the PH of the runoff from the soil (if in a soil medium)?
With the limited information and lack of pictures it's really hard to say why your plant that you say is female are not showing any buds, but if you're in soil I'm going to say you are probably due to a flush and are having ph problems stunting your plants growth/developement.
Again that is a random stab in the dark, we need more information to accurately diagnose what is happening.

Are that particular plant's leaves a bit on the long and skinny side? Might just be some sativa genes poking their heads up. Sativas can have a long "childhood" and "adolescence" before finally maturing. This is one of the major reasons that indicas and indica dominant varieties are popular. - Granny:hippy:
All the same strain? Do you have a light leak that one of the plants is sitting right next to?
I haven't experienced this nor has anyone I know. As attic said, the only thing I can think of is a light leak.. Is that possible?
I had that happen to me on my first grow. Six plants, all the same strain from the same breeder. Two of the plants were male. Three were female. And one was.......shy?
Three weeks after I pitched the males, and the females were flowering strong the odd ball still hadn't shown preflower. So, figuring that the genetics on that plant were probably pretty crappy anyway, I chopped it.
