bleach and germination?

i was just perusing a grow book i just purchased, and i noticed something i thought was strange. i was reading about germination, and how you can place the seeds between two wet paper towels. what i thought was obscure was that it recommended using a teaspoon of bleach for every cup of water that is used when dousing the towels. it says it will protect fungus from attacking the seeds. i dunno about you guys, but everytime i think of bleach, i think of bad things (mostly clothes getting ruined or people killing themselves with it), so in my mind, bleach + plants = no good. am i wrong? and how would this affect a grow that i wanted to do 100% organic? would this make it 99% organic?

It's not needed. Plus that dilution is still quite a lot of bleach! And little plants don't like sodium in any chemical form. Fungus is only an issue in temps that are too high or too low, or with dirty equipment. Stay around 78 degrees.
Just be certain that your towels are clean and there is no foreign matter clinging to the seeds. And remember... in nature, they grow in the drrrrt.

i had a feeling that it wasn't a neccessary since i had never heard of anything like it before.
