A little confused...help

i recently just came across some thread where a guy had a website showing the seeds you could buy (like one of the thousands out there) but unlike all the rest it wasnt in euro it was in USD and it seemed to be based in the US too, i know maybe it couldhave been from somewhere in california but i always thought that it was illegal to even ship seeds anywhere around the USA. idk maybe there is a law accepting seeds or something? sombody please just help me out a little bit, and tell me if you have bought some in the US and from what online store, and give me the link if u can. thanks!
