A plant of 3 inch usually don't have more than 5 nodes... You should wait until the plant have at least 5 nodes. I would suggest you to let it veg for a few weeks (2 or 3), growing is all about patience.
It's not going to start flowering until it's ready anyway, and at 3 inches, it's not likely to be even close.
If you want to flower a tiny plant, keep a mother and flower newly-rooted clones, which you know to be female.
what is the earliest, or the smallest height at which a plant can be flowered?
I too am not looking to have a very large plant, and have read that many double or even triple in size during flowering.

Cannabis can be germinated and immediately placed into a 12/12 light cycle. I've heard of it being done, but also from what I've heard, it takes a lot of work to produce anything noticeable from it...and even then, it's a lot of work for a small amount of end-product.
A good rule of thumb is to let them vegetate until the plant shows pre-flowers, or until the nodes have started alternating. This indicates sexual maturity, and will certainly produce more abundant bud growth.
Size doesn't matter so much as maturity (Well anyway, that's what all the girls say... but they are just being nice :D).
You can flower a tiny plant that is sexually mature, but flowering an immature plant is stressful to the plant and can lead to herms.
