i would say as soon as the cotyledon is visible
I think, technically, the plant is considered a seedling until it has five or more sets of true leaves. Either that, or when you reach the maximum number of fingers on each leaf, then the seedling transitions into what's considered a vegetating plant. Not really sure why it matters, but maybe that'll help you figure out your answer.
