Never... the entire point of the water is to filter out harmful chemicals so they DONT end up in your system. Intentionally consuming these by drinking the water would completely defeat the purpose, not to mention I highly doubt it tastes pleasant.

accidentally, a few times :) i know people who will drink some other bong liquids like wine or liquor but that is only because alcohol sucks up much of the thc, they shouldn't be using that for bong liquid anyway, it means the smoke will be less potent. so yea, don't drink bong water.
