4x23w CFL in growbox?

So heres the situation. Got my self a dresser with three drawers, pretty standard. bout 3 foot high, 1.5 to 2 deep, maybe 2.5 to 3 feet wide. I want to buy a 4 pack of 23 watt CFL small bulbs to put in there. Should that be enough, or should i go for higher wattage? Also, i dont know ANYTHING about flouro's, so whats a ballast exactly? is it a socket or something?

the 23 watt cfls dont need a ballast, just buy some light sockets from the deopt and wire them together
if its closer to 2x3 then i would try for 6 cfls
