Buds getting amber hairs...
Hello! I was just curious.... My outdoor plant has just started to finally bud at the top but all the bottom branches have been budding for weeks now. My questions is are my bottin branches ready to be harvested if the white hairs have started to turn amber???

You need a loupe or magnifier to accurately determine harvest time. Amber hairs and overall color mean you are very, very close though, if not within your harvest window. I would recommend a 10X-30X (anywhere in that range) magnifier to check the trichome color directly. When some are cloudy and a few are amber, you can start cutting. Mostly cloudy trichs with very few amber gives the cerebral up buzz high. Wait a little longer for more amber coloring if you want a more stoney, couchlock body experience.
***EDIT:
Here is a pic of a bud (5X loupe) that is still not ready to harvest. Notice it does have amber hairs, but the trichomes are still clear and cloudy. This bud is about one week from entering the prime harvest window (which should give it an 80% up/head high, 20% body stone). So is it ok to cut my lower branches off but keep the rest growing since there is budding that just beginning at the top of the plant??

The amber hairs don't mean anything. You can get amber pistils before there are hardly any trichomes or psychoactives present. Trichs, trichs, trichs. Harvest when the trichs start turning cloudy / amber. *IF* the lower branches have cloudy and amber trichs, you can harvest the *local sites* of the buds that are ready, but use good judgement and don't hack down half the plant. It is EXTREMELY RARE for the bottom to flower first. The top (apical) cola is, in 99.99% of cases, the first to show a calyx and finish flowering. In addition, the *TOP* calyx / cola is usually the very best one, and you do *not* want to risk damaging/killing it. I would suggest some pictures so we know what is going on with the plant, because it sounds very strange.
