OK. Living things all have many, many chemical reactions going on inside of them called metabolic process. This "metabolism" happening inside plants is what regulates energy use, growth, etc. Some compounds (mainly enzymes) can act on a small scale for short durations as accelerants to a metabolic pathway. None of these, however, will actually speed up the entire growing cycle of a plant. This is because the speed at which a plant grows is far more dependent on genetics. Genetics are inherited traits (which means they come from the parents) and can not be changed. So the only way to get weed to grow like a weed is to get a strain that is genetically prone to do so...

Anyway... yes, you can in theory speed up the veg stage using CO2 enrichment and cranking temps up a bit- this increases the metabolic processes of your plant- you may end up cutting a couple days off the time it takes to show maturity, lol... but it's not a nOOb technique by a long shot. I know it's done, but most growers I know personally who have messed around with CO2 focus on using it in the flowering stage.
