Buds only forming and maturing only on top of plant?!?!

Hello Cannabis.com! I have a problem with one of my outdoor plants, i just went to check up on it and it seems to be doing very well on the top half, the bottom half seems to be almost totally bare, is this because the top leaves are blocking the sun from the bottom? i just tied it over to help get some sun to the lower branches
I well try to post pictures soon, any ideas?:(:jointsmile:
