Drug Czar Praises Drug Testing By Texas School Districts
Random drug testing without consent is illegal because that is a violation of the 4th amendment of the US Constitution. Checking a body for drugs is deemed as a search and there has to be a warrant or probable cause for it to be searched, describing what is to be seized and what specifically they are looking for.
They should try reading the Constitution sometime. I don't know how these fuckers sleep at night knowing full well they are breaking the law and promoting it.
