Sorry, but the light in the base of a lava lamp is an incandesent light. It will not give off enough usable light to grow a healthy seedling. If you were to go purchase a compact fluorescent light and screw it into the base it would work much better.
A fluoro will give off a lot more lumens.

I have a great CF growlight, for $135.00 it's 6800 lumens and they are available in spectrum for veg or flowering, the $135.00 is for the bulb and the reflector, new bulbs are $75.00, they last pretty long too like 10,000 hours or so. Here is a link http://www.wormsway.com/detail.asp?sku=CFSD110
As for your question: yes they would work, but your yield will be smaller than it could be, light is not a thing to be cheap on if you can help it. The better lights will get you more bud for your money.
If you don't have the money for HID or the bigger CF lights, the TL (Tube Light) floro's are probrbly your best bet, like that dude did in the article on that I linked to in my last post on this thread.

PS. I have used those small twist type CF lights for supplemental light and they do work really good for that, maybe with enough of them you could do it.
