question about paraphanalia laws

If you get caught with paraphanalia, is it like 1 count it you get caught with a pipe, 2 if you have a pipe and a gravity bong or like 3 because a gravity bong has the bowl and the bottom part ( i could see a cop pullin that shit). Also does like paper clips with resin on them, ashes, bags and jars with trics and hairs in it but no buds each count as 1 paraphanalia charg
