New Bubbler

I just got a new triple barrel bubbler from my local smoke shop last week for 40 bucks. My friends and I used it last night and I've run into some difficulty emptying the water from the middle barrel. Water will pass over it and fill the other two, but for some reason the old water wont go out and new water wont go in. I can't see anything blocking the passage. Here are some pics any help is greatly appreciated.
