Help me out please

Very new but have a space apprx. 5ft high and 3 ft wide and 2 ft deep. my questions are as follows.#1. CFL. light's you get at walmart how many what strength and wattage? #2 How much will this affect me electric bill monthly?
#3 soil and fertilizer from the mart,what kind? nutrients added when and how much and how often? my seeds will be fine Grape ape. This will be my first attempt bit i beleive I am ready for something small. maybee four plant's to start in two or five gallon buckets depending on what will be best for what im trying to accomplish here. lights are 18 on and 6 off until flower correct?
then 12 on and 12 off during floewering correct?? any Feedback will be greatly appteciated. ythanks and wish phatty luck.:jointsmile:

3.look for a soilless mix.. read the N-P-K
