You have a LOT of research to do before even moistening those seeds.
You need to look up the proper germination technique, soil for the 3 main stages of growth, lighting type for the 3 stages of growth, and nutrients.
No, do not put seeds under a HPS, it is not the best way. Small plants want light in the blue spectrum and not a lot of heat. Tomato food is not right either. Seedlings should not be fed until they have 4-5 sets of TRUE adult leaves.

Reply: A 400 watt light is good but the 600 will do a lot better (a good rule of thumb is to genernly at least 600 watt per squar meter)
And as far as tomatoe feed it is a great cheap source of nutes: for the veggie state of the plant but when the plant beggins to flower you will need to switch to a plant food w/lower n levels and more pk(potasicium nitrate).
Pk is not potassium nitrate,
P=phosphorous
K= potassium
tomato food can be FAR too 'hot' and the levels are not balanced properly
Advanced Nutrients have worked GREAT for me!
Much better than tomato nutes, super concentrated, and chelated with the finest ingredients.
