Planning a new grow

Hey, I plan on doing a closet grow in afew months, and I need some recomendations and help..

I want to spend up to $420 for lighting and $80 for furts/nutes/soil.

What light/lights should I get? and just potting soil and any old furts/nutes?

for that kinda money you could get a 600w HID, diy ballast, vortex fan, case.
