light emergency

I was just wondering if anyone here could tell me how you can tell if ur light is bad or ur light system.I ordered it from inside sun company and i got it to day n it came completely wired but when i plugged it in to use it n everything the ballast just just made a humming noise but the light did not turn on....can anyone help me out here....cuz i tried emailing the inside sun company but they wont email me back.

Im thinking it may be the bulb itself but how can i tell for sure becuase it did say it came with a NEW bulb and a NEW ballast

you gave it time to warm up i guess????w/out pullin out a volt meter on it im at a loss.......

how long do u have to give it to warm up?
