I didn't read the whole thing, but if you look at the wording, it's not hard to believe. Pay attention to the parts I've bolded.
An increase in intensive indoor cannabis cultivation in the UK since David Cameron's schooldays is widely believed to have increased the availability of more potent varieties.
Some high-profile reports have said that modern cannabis is now 10 or even 20 times stronger than that available in the 1970s.

It's not that the cannabis is stronger. It's that more people have access to it now.

I'm sure it is stronger now as opposed to than. I didn't read the whole article, but it makes sense.

If I recall that finding was based on weed from the 70's that was improperly stored.

I'm not sure if it's actually STRONGER, but people have spent decades trying to make a balanced strain. Like breeding the plants so they are potent but still have a lot of yield. Also, I wonder what kind of conditions people grew Cannabis in back in the 1970s? Perhaps over the years people have also perfected ways of growing it, too. So now that I think about it, the potency hasn't increased technically... people have just found better ways of growing it, so the plants are healthier and produce more THC. So it's not that Cannabis is actually stronger, it's just that people have found better ways to grow it, thus improving how well the plant has grown. I hope that made sense.
Edit: Yes, I know the last few sentences are redundant, but oh well.

Man I keep remembering the one time I had Killer Jamacian in the late 70's that to this day wish I had again,,,the stuff just put my mind in slow motion...
I think there is refinement and many diff type buzzs today but,,,strenth???ID think so...

Today, there are more varieties of cannabis around. Back then, there were maybe a dozen different ones, but it still had the same potential back then as it does today.
Indoor cannabis growing has evolved so much during the last 20 years. In the 70's, they didn't have the fertilizers, or the proper lighting to grow quality stuff. They didn't know about advanced techniques an getting better smoke.
HPS and MH lighting wasn't around for a good price. It was very expensive as it was something new, so inproper lighting will result in a low quality smoke.
So I think it was just as good back then as it is today. They didn't have the knowledge back then like they do today, so it was limited. :)
