Drug testing

Hi, I recently acquired a job. They said that they would get me a test cup(maybe to scare me?) and they have yet to give me one... its been two weeks. I never signed any hiring forms stating anything about drug testing. Do you think its possible they will still drug test me? Can they since I didn't sign anything?
