u know i have an idea, it might be an old one but can u put up white paper on ur walls, would it be reflective? and dont let cats get to ur plants, they will eat them

Paper would be a bad idea. Seeing as how it holds moisture, can mold, and it isn't reflective. If you're looking for a cheap way to "white out" your grow room I would suggest painting it FLAT white, make sure you add a fungus-inhibiting agent that's not toxic to plants. Make sure you don't paint the floor (I know it sounds dumb..but it's been done) it can heavily damage the undersides of your plants leaves. Also by simply painting the walls white you can increase your light to the perimeter by 10% along with putting ease to fungus and moisture problems (if they ever do occur for you).
Also, if you want to step it up a bit, get artists or titanium white if you're going to paint your room.
