That would work fine for one plant.
Yes, you need light.
Try reading the growing forums here and the Hydroponics section here too for better answers. :)
To get any yeild though, as for lighting, it has been said that you need at least 50W of lighting per sq/ft of space, so look at your space, do the math, and see how much light is needed.
For one plant though, in a small space, I'd get at least a 150W hps bulb.

Well now......
That water farm is good to start with for one plant yes. You will also need a good quality light, the proper nutrients, Ph monitors & a ph up & down as well. Don’t forget grow rocks for that system as well. Pick up an aquarium pump and air stones too, the added oxygen will help in the root zone.
You will need a good light, you can use a fluorescent light or the cheep compact ones but if you go cheep you grow cheep.
They do have special grow lights in fluorescent that are less to run and will work better then the regular CFL
HID lights are the very best and will grow the most yield but you do need to deal with heat when you use HID but the extra bud is worth it. You will need a way to measure the Ph and TDS of the nutrients so you better get a duel pen one. Hanna makes the best around and measures everything you need for a small grow.
Then you start with good quality water
