ideal is 2700k... most cfl's are 3000k, which is close enough... but, you'll need alot of them, like 8-10 per plant for optimal results... however, the 23w's are sold in four packs for 10$, so you should be able to suplement yourself... tub flouros don't realy help, because they're isolated to where they are hung, so you don't get side lighting or adequate top lighting.

check out my college courses in my sig, realy good guide to anything about growing;)

if your going to use the cfl's they say to use the 2700-3000 k I would use per each plant 3 40-60 wt 2900k cfl and 1 30-40 wt 6500k cfl easy to find

Typically, larger CFLs produce up to 65 lpw (lumens per watt)
54 watt T5 tubes produce 92 lpw (they average 4500-5000 lumens).
4' T8s avg. 90 lpw, and 34 watt T12s about 84 lpw. Much more efficient lighting, from the tubes. However, the pro of the CFL is that it is "compact" and all the lumens are in a smaller area and easy to keep close to the plants, which keeps the lumen losses very low. 4' Tubes are better if you can fill the area with plants and keep them close to the light. I use tubes for top and side lighting with good reflectors and mylar all around.
From another economy point, it's costing me $9/lamp to change my T5s to 2700K for flowering and less than $2 for my T8s. The 105W -200W CFLs cost anywhere from $12-$80 ea. I just picked up a few 23W at the hardware store for $.99 ea. (Not for growing, I use CFLs almost exclusively around the hut and office.)
