are you talking about before you make a cut for a clone to water the plant your going to cut from?......or watering a clone that you just cut?.....well in any situation i just water my plant as normal and when i make a cut i make sure the soil is moist, dip the cut in rooting hormone, couple water bottle sprays, then humidity dome for about 1-2 weeks. good luck
No roots = no watering + high humidity.
Roots = watering + no humidity.

don't over water. make the roots have to work for it by only watering when soil gets dry down a couple inches. and start reading grow guides
http://www.1stmarijuanagrowerspage.com/how-to-grow-weed-2.html
http://www.drugs-forum.com/growfaq/GrowFAQ%20Basic%20Topics.htm is a great faq
read these, and after that if you have any questions feel free to ask
