That one is badly done but doesn't bother me. They aren't saying not to smoke. They are saying not to drive high which doesn't sound like to much to ask. Lets face it if you are stoned off your ass you may not drive as well as when your sober.

At least they are starting to understand they can't control marijuana smoking and concentrating more on not driving while high.
