Bug issue in friends cfl box Help!

my friend just did some LSTing on his babies and they have these little bugs on them and there are some bites out of his newest leaves. he used a mild solution of water and dish soap to kill them off 2 weeks ago but they seem to be back now that he recently transplanted.

What can he do to kill these off from a gentle homeade solution? he is discouraged from buying any commercial bug killers. would some chili and water in a mild solution kill these buggers from hatching as well?

also, after he used the soap solution some leaves had yellow spots. maybe he should rinse the solution off after application by 5 mins or so?

Man i know it sucks not getting a response so i'll do my best. I've read dishsoap has harmful chemicals in it and its an insecticidal soap your after. Also i asked a similar question in the Bug Problems thread if it could help you any. Any more info i come across as far as homemade concoctions are concerned ill pass on to you. Best of luck
