It's difficult to diagnose your problem without pictures to reference but I'll give it a try. Since your plants were doing fine prior to this problem, I must assume something has changed. You mentioned that you change the nutes every other week. Do you adjust your nutes between these changes? It is necessary to add nutes between reservoir changes to replace the nutes the plants absorbed. Even if the TDS of your reservoir isn't changing, you can rest assure that the plants are consuming your nutrients.
Are you getting plenty of Oxygen? An absolute must! Are your reservoir temperatures too high? If so that will prevent the water from holding oxygen. If your PH gets out of range, this will lock out nutrients as though they weren't there at all. A common mistake for new growers is to add more nutrients when they see signs of deficiency instead of lowering the PH making the already present nutrients available.
In this case, because you're seeing a widespread reaction, I would recommend an immediate reservoir change. The size of the grow and the environment they're in will dictate how much nutes to use. It would help us if you posted some pics or described the size of the plants and the environment they're in so that we could more precisely diagnose your problem.

My plants are about 9 inches tall,my room is about 75 to 80 degrees all the time i check the ph daily and i dont add nutes in between resevoir changes i just add when i change the water.

what is your ph?
are your airstones pumps working?
what is your water level.
you said your room was 75-80, so your rez wouldn't be too hot. It might not be as cool as it needs to be, but it's not that.
you say 9" tall...how old? Did You know? Seedlings shouldn't get nutes!

its a 4 gallon resevoir man and my plants are 9" tall n there a month and a half old.I keep my ph around 6-6.5.

6-6.5 is way too high...that is part of your problem!
How many alternating nodes (sets of leaves) are there on each plant?
Plants? how many plants you have in 4 gallon...4 gallon rez is only big enough for 1 plant, unless you are vegging clones and plan to move them to bigger unit later.

there is 9 alternating nodes on the plant total...there is 4 plants in the dwc kit right now cuz i dont have enough cash to get a bigger one yet but they were doing perfectly fine before till like 4 days ago...like the roots n stuff arent tangling up with each other or nething and ones of my buddies grew 4 plants in one of these before but i wish i did have enough cash to get a bigger one...

your main concern will be once the plants sex and you have males and all the roots are tangled. Goodluck...i'll watch for ya

Couple more questions..since this is my first grow and i really have no idea whats going on.Do i add nutes in between resevoir changes and when should i start flowering?

If growing from seed...you have 2 opitons.'1. vegging takes a bout 2 months...so you can change to 12/12 at 2 months...or;
2. some people have space issues and flower their plants between 4-6 weeks or when the plant is 12-18" tall...plant will grow another 100-150% after 12/12 change.
At rez change...mix nutes...top off when necessary(no nutes) in between rez change with ph'd (5.8) water, and you could add superthrive, 1/4 tsp gallon

So if my plants are about 10 inches when i switch to 12/12 theyw ill pretty much double in size and ive read alotof places that when ur adding nutes you add the micro first and wait like 5 minutes n then add either the grow or the bloom is that wat ur spose to do or doesnt it matter and by the way my grow is 1 morthern light n 3 bag seed.

you don't wait...you just can't dump nutes together...you add them to water one at a time right after each other...geez

Sorry to butt in. And Latewood would be the expert of course... The only reason I comment is that I have one of those buckets too. And I started with 4 sprouts... With the intention of going to the 2 best per pot. BUT, now that my plants are at about 20 inches, I can see why there is no good way to grow more than one in each pot. For one, mine are only getting the water to the top on one side...
These "Buddies" that grew all this stuff, USUALLY didnt grow through the full cycle. (I have some of those Buddies...)
The deal is not space... It is that you have to be able to keep your plants SEPERATE. Or you will possibly NOT have a good grow experience. As a novice (as I am as well) I would grow the 1 Good seed sprout you said you have, and the best looking of the bagseed sprouts for now. While you look for another pot... But if you cant find another pot, Put it in something in the window and experience the difference as you watch how the lights make one grow and the window makes the other...
Anyways, you want to lower that PH... I dont know what it SHOULD be, but I put mine in at 5.5 or so... I know that is 10 drops per gallon of PH Down, then I test it. General Hydroponics say AFTER all nutes added to water, so I just put my water in a one gallon, put in 5 drops os aquarium dechlorinator, swirl it for about 5-10 seconds, put in nute #1, swirl, Nute 2, etc... Then I get PH correct. I also pour the new water away from the roots so as not to shock.
You should take a look at my thread. I am 12 inches ahead of you (LOL), and with 2 plants it is enough while you are learning... It is in Hydro: My Grow Pics. Your Harsh Opinions!
The one thing I see with all newbies is that they OVER do everything and jack with stuff too much. Get one plant in the center of that pot so it wont keep being disturbed. Flush it with some clean, no nutes water for a few days maybe???
Good Luck!
