if someone were to wish to grow Cannabis in the United Kingdom, would it be possible to start growing indoors now and take them out doors after the winter?

how much light would they be needing as they start off?

completely possible. you might want a few hundred watts worth of flouros... unless you can afford like a 150hps to grow under for a little while. Your plants wont grow to terribly fast if they are in dirt.

then, when spring breaks, put em in the ground outside and they will go nuts!
