Can a HPS blub turn on with a MH ballast?

NO.

IT NEEDS AN IGNITOR.

BUT IF YOU BYPASS THE IGNITOR IN A HPS, YOU CAN RUN A MH BULB.

JUST BUY A MH CONVERSION BULB.

the thing is that i have a ballast with no ignightor and it says metal halide and the bulb actually says hps and came in a box that says the same.and the ballast also ran a mh bulb.
