That plant closest to the camera looks like it has some genetic mutation. As for your question I would put the lights at least 12''-18'' inches away from your plants. 12''-18'' is the good light distance for HID lights.

put your hand next to your plants. If it feels hot, then your plants feel hot and you need to raise it. Get your plants as close to the light so that your hand does not get hot.

Thats is so right. If it uncomfortable to put your hands near the plants then they wont like it either.
