No way to change its sex, and no way to make it produce buds, no. There is some small amount of good stuff in male plants, which you can extract by cooking the male plant into some butter or oil. Might get a decent pan or two of brownies out of it, which is better than nothing. ;)
If you want to try to make brownies out of it, here's what I'd do: chop up the plant into smallish chunks, doesn't have to be too fine. Put all the male plant matter (stems too) into a crockpot. Pour 1.5 cups of canola oil over it. Turn crockpot on 'low' (not higher, as that would burn up the good stuff). Stir often and vigorously for the next 6 or 8 hours. Then strain the plant matter out with some cloth, until all you have is the reddish-tinted oil left, should be around 1 cup of oil or so. Get some brownie mix that takes half a cup of oil and use your canna-oil to make the brownies, and cook them normally. Be warned: crockpotting cannabis really reeks, and will stink up your whole house for a while.

Looks to be stretched. Have you put it in flowering? Also have you been using those lights through out it's whole growth cycle? Next time get something more in the blue spectrum. Now I guess it's fine if you can only afford one light but due to the stretching if that plant is'nt restricted it might produce buds that may cause that plant to need some type of support to be up-right. Also I dont see any pre-flowers and yes Don Don that is a cannabis plant :p.
