They aren't enough to grow all the way through.

Depends what type of fluoros you have you can grow a plant fully with fluoros but most reg fluoros wont do the job but people do make lights especially for growing. This is one site with good info on fluorescent lighting.

I just purchased one of the Compact lfourescent lights that are discussed on that link from buddha, this thing is sooo bright that when I first saw it I thought it was a MH bulb, and where it is warmer than regular Floro's it is still cool enough to put within 5-6 cm from the top of plants. It was pretty cheap too, $125 usd and it is 125W/10,000 lumens. :D
