tis a shame you appear not to be in Enland. I got a decent hook up for second hand equipment. 600W balast UK£20, 10" acustic fans £40, carbon filters £35, truncheons £15, standard dimple shades £7, 600W HPS £3 etc. nothing is guaranteed but the supplier will replace things that don't work. but all electrical items need re-wiring, which can be daunting for non technical heads.
Got any pics of your potential space? I'm sure some peeps would have their imagination run overtime with ideas if we could see the room layout and door and window positions.
I would:
get a length of timber cut the exact width of the room and install it
suspend 1 * 600W hps or
2 * 400W hps (or 1 hps + 1 mh) from the timber (increase your watts if you can increase air flow),
paint the room matt white
I'd put a squirrel cage blower (not centrifugal type) over head for extraction (into loft space or outdoors but any area besides where the vents draw air in from),
louvered grills in the lower quarter of the door for constant air in,
4-6 15L pots or as many as you can fit in with a foot to a foot +1/2 to be able to space them a little when they are big,
wall mounted oscillating fan or two,
plastic sheeting over the floor and around a foot up the walls from the floor.
You would probly require some items like timers, a contactor, maybe extension 4-way lead, hygro-meter, soil moisture meters (useful I find especially with varying strains in the grow room), carbon filter (optional), and anything else to help you on your way... Is that at all helpful? I feel I blabbed on a bit!

mellogold (http://boards.cannabis.com/member.php?u=52863) what are your growing area dimensions for 1400W? Those cage fans are the shyt! Can't beat them, unless they burn out of course.

Squirrel Cage blower is a must in confined spaces. How do you control your temperature with soo much lighting power?

I have a grow room with the same dimensions 4x5x8 and I have a 600w dual spectrum lamp with a 5" bathroom fan low down for intake, and the same again for outake in the ceiling venting into the attic.
I can fit 12, 3 foot plants in there and yield about 2-3 ounce per plant on average. Bathroom fans are not ideal but they are cheap and the temps in there are within tolerance levels.
Hope this helps.

i use 1000w in a 4' x 4' space. It does kick ass. I have no temp issues. Usually it is cooler in the grow room than it is in my house even with that light in there and no A/C. You can follow the link below and see the setup.
