I hate to tell you, but no it doesn't work. THC, the chemical in cannabis that gets you high, is not soluble in water...if it was, drinking your bong water would fuck you up. It is, however, fat soluble, which makes it fairly easy to cook with if you get it at the right temperature. Try searching a recipe for cannabutter instead.
