Depends on the ambient temps of the air in the room where the cab resides, as well as the ventilation of the cabinet itself. It is doable. However, that's not a lot of square footage, so a 400 watt light might simply be overkill. I'd probably use a 250 watt light in the small of a space, personally.

You'll need a decent centrifugal fan, and I'd definitely use a cooltube. Basement is good, cooler, that'll help some too. You can do it. ;)

bghydro.com has all that stuff. Other places too, you can google "centrifugal fan" and "cooltube" and probably find lots of places.
If cash is tight, I'll vouch for the $15 D-I-Y cooltube described by Mellow Man in this FAQ thread: http://boards.cannabis.com/showthread.php?t=38520.
I'm still in the construction phase, but the DIY tube/fan combination kept the lamp glass cool enough to touch after a 12 hour run-test of my 400 watt HPS bulb.

yo bluntman, my grow area is almost exactally the same as yours, i just did the finishing touches on it last night, all i'm waitin for now is the 15th to get paid and buy ph materials, some nutes and i'm set to go.
I'm running a 250w hps in a 4 inch cool tube w/a 4in fan and a 230w exhaust fan and passive intake for now (gotta change cab needs more air, the door sucks itself close very hard) and my temps are at room temp 3 inches under my bulb. I'm definately gonna watch your grow see the variances in the same size cab.
are you going soil or hydro??

are you going soil or hydro??it will be with soil but i think my 400 is to extreme for that space so im ordering two 70w hps light and believe i can control the temps better

can you get 1 ballast to run both those bulbs or are you going to need 2? if so, wouldnt that be expensive??

Those 70w HPS bulbs can get hotter than a 150HPS. Do your best thow. Your cabinet door being sucked shut is fine, that is good negative pressure, but if it is to loud for you, then down grade. Also, you could add a passive intake that could help.
