growing question

I live at 7,000ft and have a palnt that I started about 2 months ago, it's about 2.5ft high, but no buds or anything yet. Do you think it's too late in the summer for it to get buds? The season first frosts will start here in about a month.

If there are no buds can I still smoke the leaves?
