How much THC is in weed leaf compared to the bud?

Not a whole lot, but if you grow then its best to save all the leaves and stems to make hash.

Well, what leaf? The only way your gunna be able to make hash thats smokeable is to harvest the TRICHOMES. [Trichomes are found on the small leaves that grow inbetween the buds.]

You can smoke leaf and get a buzz; I've done it lotsa times. It certainly takes more to get buzzed than if you were smoking bud, but hey, if it's all you have, it ain't that bad. Better to make some canna-oil or cannabutter from it and eat it, but if those aren't options, and you can't get any bud, smoking leaf will do the job, more or less.
