hey i was wondering if i could grow a full plant with a cfl becaus a 1000 watt light bulb i cant offord the electric bill and i live in a drug populated city
and i dont wanna get caught

Yep, you can grow plants solely with CFLs.

You probably won't get caught, just ripped off by your drug populated neighbors. 1 cfl won't grow a plant to any stature, save up for the equipment and read..read....read......:stoned:
