little bugs flying around

I have little black bugs flying around, that looks like nats. I've tried spraying a Insecticide but it didn't get rid of them. There does look like some chew marks on some of the leafs. And they look like there staying in the soil more then the plant. I can post a pic of plants if needed.

I'll give it a try, should I dilute it or spray full strength I'm going to a garden shop now to see if the have it.
