Well to get its full effect you would have too extract the thc from the weed which can only be done in butter/oil, so yeah you would, I dont think eating weed would do anything.

You can't get anything from just eating a straight bud...The THC must be activated either through smoking, or being dissolved in alcohol or fat.

So, you need to cook it first. The high will come on slower but last longer and be more intense as the THC is more evenly distributed throughout your bloodstream.
