U can use anything to hold fan leaves back.
Even those fan leaves serve a purpose and I no longer do anything but tuck them down and away...they pop back up...I tuck them again...
Those are you solar panels which will force the bud sites to grow up and above the fan leaf, in time.
Its ok to just leave them alone as well.

Pull them off or leave them alone.
Like my father told me long ago.
Those fan leaves are "feeder" leaves and like Hardddon said they serve a purpose. They provide valuable growing energy to the plant. You want to pull them when they are just starting to yellow because they start draining energy away from the plant. Of course you can pull them selectively if they are blocking several lower branches but that is all up to you.
NEVER PULL THEM OFF. Pulling them off stunts the plants growth because it has to cncentrate on repairing the damage. They also feed the plant... photosynthesis.
