plants not showing sex

My clones have been in 12/12 for about a month, no sign of little
white hairs or sac . Just little tiny leaves. why is that???:( :( :(

My first instinct is that you should check for a light leak.

Failing that, are you giving them too much Nitrogen?

You said CLONES... hmmm. If they were from seed I would say look for alternating nodes indicating whether the plant is sexually mature.
