opinions/advice pwease

hey i got 2 seedlings growing and there both about 2.5 weeks old. there both around 3 inches tall but i barried a part of the stem so there both about 2.5 inches tall now. are my plants growing slow or is it normal pace? also wen(how tall should the plant be) should i transplant into a 3 gallon container? also wen should i start adding nutes?

seems like they're not gettin enough light....maybe move them to more direct sunlight...they still seem say to small to nute..wait....
